Midwestern states lag behind much of the country in developing policies that enable and encourage water reuse. The recently published Reuse Rulemaking Roadmap for the Great lakes and Mississippi River Basins considers the impact of three regional water policies (regional nutrient reduction goals, 10-States Standards, and the Great Lakes Compact) applied to 15 midwestern states for four applications: landscape irrigation, industrial applications, non-potable (both centralized and on-site), and potable source augmentation.  Considerations for policy making include quantity and quality.  Recent reuse projects in Ohio, Virginia, and Tennessee have expanded initial goals limited to irrigation and industrial water reuse to include potable source augmentation to achieve better return-on-investment (ROI).  Since a clear permitting pathway decreases risk to business, there is a ROI associated with rulemaking.
