Since publication of the EPA framework, the demands of environmental and human health related regulations have become even more prominent. Stormwater regulations and permitting, water supply quality and quantity shortages, more stringent water quality criteria, and CSO and SSO consent decrees have applied further pressure on rate payer affordability. These challenges vary in magnitude, duration, and frequency across different communities so it is generally not possible to develop a holistic integrated planning approach that meets the needs of each community; a “one size fits all” approach will not be successful. The development of an integrated plan is further complicated when one considers the responsiveness of management actions, as some actions realize benefits more quickly than other actions. All of these factors emphasize the importance and values of a community-specific integrated plan.
