The Renewable Fuel Standard, promulgated by Congress and administered by EPA, has created a relatively new and lucrative pathway for Water Resource Recovery Facilities to generate revenue from biogas. Indeed, EPA has put a high value on biofuels produced from cellulosic feedstock, and has determined wastewater residuals meet the cellulosic criteria, increasing the value of biogas from anaerobic digestion. California has developed a similar program, which can provide additional revenue from biogas generated anywhere in the contiguous United States. There are differences in the programs, but fundamentally both are intended to incentivize renewable energy production and reduce vehicle fossil fuel consumption.
Although there is increased interest in capitalizing on Renewable Fuel Standard and the California Low Carbon Fuel Standard credits, only a handful of Water Resource Recovery Facilities have become registered providers for biogas production from anaerobic digestion systems; hence, the potential revenue from RINs and the LCFS is largely untapped in North America.
