The Bioenergy Focus Group of the WEF Residuals & Biosolids Committee seeks to host a webinar to share information with WEF members on new federal regulatory developments that provide substantial funding and environmental credit opportunities for anaerobic digestion and biogas projects. The Inflation Reduction Act (IRA), passed in August 2022, and the recently finalized EPA SET Rule as part of the Renewable Fuel Standard (RFS), are both poised to have significant impacts for WEF members. The IRA includes Investment Tax Credits and Production Tax Credits that impact biogas projects. The SET Rule made changes to the RFS, including establishing a three year renewable volume obligation (RVO) and allowing for production of both D3 and D5 RINs in co-digestion projects. Speakers will also cover what the SET Rule did not include, such as the proposed electricity to biogas pathway (eRINs). Both policy developments will add substantial funding and revenue creation opportunity for new and existing projects. Because of the significant impact on anaerobic digestion and biogas-to-energy projects, the Subcommittee hopes to share definitive IRA information and the shaping expected in the SET Rule – both of which will impact the technology solutions chosen, the speed of project execution, the project financials, and, in some cases, the project delivery method.
